What is the Property Inventory List (PIL)?

The Property Inventory List (PIL) is a database of all buildings that ODOE has identified that are mandated to follow the Building Performance Standard (BPS). The database will support ODOE in communication with building owners, confirm the identity of mandated buildings, and update primary contact information for the buildings.

The PIL is not a compliance portal. ODOE will publish the BPS compliance portal in 2026.

If you need to add additional buildings that you own that are covered by the BPS please contact the BPS team at oregonbps@energy.oregon.gov.

PIL How-To Guide

The steps below guide a user through the PIL

  1. Go to the PIL url: https://bps.odoe.state.or.us/.
  2. Create an account by registering. An email and password is all that is needed to register.
  3. Confirm the creation of your account through the confirmation email sent after submitting your registration. Please note this can take up to 15 min.
  4. Log in using your registration credential.
  5. Optional: Enable Multi Factor Authentication (MFA).
  6. Click Search (found on the top ribbon) and enter the UBID provided on the notification mailer (ex: 90JE8LW8+LC6-01-90-33-13) please note the UBID must be entered exactly as printed including -, +).
  7. Enter information in each of the sections
    1. Building Information
      1. The required information is the gross sq ft of your building and the building activity type.
    2. Physical Address Information
      1. Full address is required.
    3. Mailing Address Information
      1. A full mailing address for the building owner is required.
    4. Building Owner Contact Information
      1. First and last name required. Note you must press “Save Owner Contact”.
      2. Email required Note: you must click the “Add” button on the left.
      3. Phone number is required Note: you must select the type of phone and click the “Add” button on the left.
    5. Building Manager Contact Information
      1. Not mandatory.
    6. Notes
      1. Not mandatory.
      2. Space to put any additional information or note that improper contact designation of a building.
  8. Before you click the “Submit Draft to ODOE” look over your information. Once you click submit you will not be able to edit any of the information. You will be able to add notes.
  9. Note: If you are not ready to submit, you may return to your draft at any time by clicking "Search" and entering your UBID once again.
